He qualified as a barrister and solicitor in British Columbia in 1982, and as an English solicitor in 1999. He was educated at the University of British Columbia, earning a BA in Chinese and an LLB in Law, and at the Université de Paris I Panthéon-Sorbonne, where he earned a DEA in African Law. 

From 1982 he practised at the Bar in Vancouver, first as a prosecutor, and subsequently in private practice, including serving as counsel on a number of Geneva Convention refugee cases. In 1989 he joined the Canadian diplomatic service. After assignments in Hong Kong and Beijing, he left the foreign service and remained in the Chinese capital, where he opened and led the Beijing office of a major Canadian law firm. After seven years in Beijing he moved to àËÅöÊÓƵ in 1998, and worked for two decades as a corporate partner, and later as a consultant, at àËÅöÊÓƵ-based international law firms. 

Whilst practising full-time, Andrew also served as a visiting lecturer in Chinese law at, successively, SOAS, Cambridge University and Oxford University, and as a guest lecturer at the àËÅöÊÓƵ Business School. He served for nine years as a member of City University àËÅöÊÓƵ’s governing Council. For ten years he was a Board member with the China Britain Business Council and was also a Board member of the Great Britain China Centre. From 2016 to 2022 he was Chair of the Board of Trustees of the Refugee Council. He is currently a trustee of The UK foundation of The University of British Columbia, and a Fellow of the Royal Society of Arts.
